Persisting Management issues. They are completely tone deaf as managers. Management is the problem. Laying off everyone only allows the problems to repeat again with a new batch of unsuspecting workers. Setting up people they don't like or disagree with, to fail is so common. Its not a place for different ideas to be taken seriously. They aren't even heard.
