The state agency administers a budget of more than $3 billion, and its various centers focus on family health, environmental health, disease prevention, emergency preparedness, and public access to health records. The majority of the department's funds are delivered through services at the local level. CDPH was established in 2007 as part of a reorganization of the former California Department of Health Services. CDPH was split off from theCalifornia Department of Health Care Services; both are divisions of the California Health and Human Services Agency.
